Tracie Brown with the Central Texas Mobility Authority says there are a massive amount of drivers who within the past year have racked up more than 100 unpaid tolls.
And she said the top violators have upwards of 2600 violations.
CTRMA has adopted a new habitual violator program, beginning with two warning letters to scofflaws.
The first batch of letters will be sent out next month.
