As Travis County residents recover from the October floods, officials warn those rebuilding to make sure they have proper permits. The County’s Stacy Scheffel says they’re not doing it to be mean. “It keeps us in compliance with FEMA. It keeps us eliglible for the insurance for our citizens, and keeps the county eligible disaster assistance from the feds.”
