Texas U.S. Senate Ted Cruz, speaking at the Texas Tribune Festival, agrees that the President should be investigated over his call to the Ukranian President, but he says Democrats are jumping to conclusions before the facts are known.
He says many Democrats have already made up their minds about the issue before it has been thoroughly investigated.
