Austin City Councilmember Jimmy Flannigan believes the Homelessness conversation is taking a turn.

Flannigan says Austin still does not have a proper system in place just yet, but says jails are not the answer. He hopes Governor Greg Abbott will take note of Austin’s changes and actions as the November 1st deadline nears.
