Congressman John Carter was on-hand along with Williamson County D-A Shawn Dick to welcome the signing of the new “Justice Served Act of 2018,” which gives grant money to help with DNA testing in criminal cases. Dick says it’s a vital tool that works two-fold. Dick says he plans to take advantage of this to help solve the 2002 disappearance of Rachel Cooke, and to make sure county residents aren’t spending years in jail for crimes they didn’t commit, like Michael Morton.
