City leaders in Cedar Park have heard some of the recommendations from an third-party review of procedures of the police department. Rob Davis with the firm Hilliard Heinz says the department does a lot of things well, but there’s a definite need for a more thorough investigative review process.
He says part of the problem with that is a shortage of staff. The council called for the review in the wake of the Greg Kelley investigation in which a sergeant didn’t properly handle the case, which a judge later ruled was a violation of Kelley’s due process rights.
