- In an effort to help the homeless, City Council Member Kathie Tovo has proposed the city of Austin create a corporation dedicated to homelessness
- The corporation would be a way for the city to receive private donations
- Texas cities are allowed to create local government corporations through state law which would have the ability to take out loans and bonds but would keep it separate from city debt and would not be backed by property taxes
- The corporations would be also able to act on behalf of the city for any governmental purpose
- Part of the proposal would create a board of at least three members and would initially include one member each from the Downtown Austin Alliance, the Continuum of Care consortium and the private business sector
- Staff members would have to draft articles of incorporation and bylaws to file by November 1st
- City Council is set to meet next week and will vote on the proposal
